MWALIKO WA WADAU KUTOA MAONI KWENYE RASIMU YA MIONGOZO YA USALAMA WA MAZINGIRA NA JAMII KATIKA UTEKELEZAJI WA MRADI WA KUBORESHA ELIMU YA JUU KWA MABADILIKO YA KIUCHUMI (HEET) NCHINI

 Wizara ya Elimu, Sayansi na Teknolojia (WyEST) kwa kushirikiana na Benki ya Dunia, inafanya maandalizi ya kutekeleza Mradi wa Kuboresha Elimu ya Juu kwa Mabadiliko ya Kiuchumi (Higher Education for Economic Transformation - HEET) Nchini. Lengo la Mradi ni kuongeza udahili katika vyuo vikuu vya serikali, kuongeza ubora wa mafunzo ili kuendana na soko la ajira kwenye programu za kipaumbele na kuboresha utendaji wa Serikali katika kusimamia Elimu ya Juu nchini.

Utekelezaji wa Mradi utazingatia Miongozo ya Usalama wa Mazingira na Jamii. Hivyo, WyEST imeandaa vikao vya wadau ambao ni: Taasisi zitakazotekeleza Mradi wa HEET, Taasisi na wakala wa Serikali, Jumuiya za wataaluma Taasisi za Elimu ya Juu, Jumuisha za Wanafunzi Taasisi za Elimu ya Juu, Jumuiya za wanafunzi wenye mahitaji maalumu Taasisi za Elimu ya Juu, Asasi zisizo za Serikali, Mashirika, Makampuni, watu binafsi na wadau wa maendeleo; kwa ajili ya kupokea maoni ili kuboresha rasimu ya miongozo mitatu (3) iliyoandaliwa. Miongozo hiyo ni Mwongozo wa Usimamizi wa Usalama wa Mazingira na Jamii (Environmental and Social Management Framework – ESMF), Mwongozo wa Uhamishaji wa Makazi na Watu (Resettlement Policy Framework - RPF) na Mpango wa Ushirikishwaji wa Wadau (Stakeholders’ Engagement Plan –SEP).

Kwa kuzingatia umuhimu wa miongozo hiyo, WyEST inawaalika wadau wote kutoa maoni kabla miongozo hiyo haijapelekwa katika hatua nyingine. Mwisho wa kupoke maoni ni tarehe 15 Januari 2020. Maoni ya wadau yanaweza kuwasilishwa kwa njia ya Posta au Baruapepe kwa anuani ifuatayo: -

INVITATION FOR STAKEHOLDER TO COMMENT THE DRAFT ENVIRONMENTAL AND SOCIAL SECURITY GUIDELINES IN THE IMPLEMENTATION OF THE HIGHEST EDUCATION IMPROVEMENT PROGRAM (HEET)

The Ministry of Education, Science and Technology (MoEST) in collaboration with the World Bank is preparing a five years program for higher education improvement, “Higher Education for Economic Transformation (HEET) project”. The development objective of the project is to strengthen the learning environment and labour market alignment of priority programs at beneficiary universities and improve the management of the higher education system. The project will invest in requisite infrastructure for modern and effective teaching and research, and by training to the highest standard the teachers, researchers and administrators needed by universities to achieve to their full potential.

The HEET Project is geared towards meeting the following strategic objectives (i) to increase enrolment in priority disciplines,
(ii) to  improve the relevance and quality of programs at universities to meet the conditions and standards of the current and future labour market, (iii) to strengthen system-level coordination, management, and regulations to ensure quantity, quality and relevance of higher education in Tanzania, and (iv) to increase the rate and extent of graduate employability through improving the relevance of curricula and create new and demand-driven programs.

The MoEST, have prepared Environmental and Social Safeguard instruments which will guide implementation of HEET, in alignment with the World Bank Safeguard Policies. The instruments include:

  1. Resettlement Policy Framework,
  2. Environmental and Social Management Framework, and
  3. Stakeholders Engagement Plan.

The three instruments identify how risks will be mitigated and prevented, during project implementation.

Given the importance of these guidelines, MoEST invites all stakeholders to comment before the guidelines are submitted to the next level. The deadline for submissions is 15 January 2021. Stakeholder comments may be submitted by post or email to the following address: -
