Waziri Ndalichako aagiza kusimamishwa kazi kwa Mkuu wa Kitengo Cha Manunuzi cha MUHAS

Waziri wa Elimu, Sayansi na Teknolojia Prof.  Joyce Ndalichako amemuagiza Mwenyekiti wa Baraza la Chuo Kikuu cha Afya na Tiba Shirikishi Muhimbili- MUHAS kumsimamisha kazi Mkuu wa Kitengo cha Manunuzi wa Chuo hicho.

Waziri Ndalichako amtoa agizo hilo alipofanya ziara katika Chuo hicho jijini Dar es Salaam ambapo amesema Mkuu wa Kitengo hicho Nuru Mkali amekuwa akikuka taratibu za manunuzi na kupelekea kuwepo Kwa ufisadi mkubwa wa fedha za serikali. 

Aidha, amemtaka Mwenyekiti wa baraza la Chuo hicho Mariam Mwafisi kupitia mikataba yote ya manunuzi kwa miaka mitatu ili kuona watu wote walioshiriki katika mchakato huo mbovu wa manunuzi na endapo itabainika basi hatua za kisheria zichukuliwe.

Kwa upande wake Mwenyekiti wa baraza la Chuo hicho Mariam Mwafisi amesema wamepokea maelekezo na watayafanyia kazi  ikiwemo kumsimamisha kazi Mkuu wa Kitengo cha Manunuzi.

Akiwa katika  Chuo cha Taaluma na Tiba kilichopo Mloganzila nje kidogo ya jiji la Dar es Salaam Waziri Ndalichako amemuagiza Makamu Mkuu wa Chuo hicho anaeshughulikia  huduma za Hospitali katika kampasi hiyo Said Abood kuhakikisha anawatembelea  wagonjwa kwa lengo la kutatua changamoto zinazowakabiki pindi wanapokuwa hospitalini hapo.

Prof Ndalichako pamoja na Naibu Waziri wa Afya, Maendeleo ya Jamii,Jinsia Wazee  na Watoto  Dkt. Faustine Ndugulile wamefanya ziara katika hositali hiyo ili kujionea changamoto mbalimbali na  namna bora ya kuzipatia ufumbuzi.

TBA yaagizwa kukamilisha ukarabati kabla ya Januari 22

Waziri wa Elimu, Sayansi na Teknolojia Prof.  Joyce Ndalichako amewataka Wakala wa Majengo Tanzania (TBA) kuhakikisha  inakamilisha ukarabati wa shule za Jangwani na Azania kabla ya Januari  22, mwaka huu ili kuwezesha masomo kuanza.

Waziri Ndalichako ametoa agizo hilo leo jijini Dar es Salaam alipofanya ziara ya  kukagua  Maendeleo ya ukarabti wa  shule hizo.

Waziri ndalichako amesema  ameridhishwa na namna  ukarabati wa shule hizo unavyofanyika, licha ya kuwa bado kuna  kazi kubwa ambayo bado haijafanyika. 

Waziri ameitaka TBA kuhakikisha wanakamilisha miundombinu muhimu mapema ikiwemo madarasa, mabweni, na vyoo ili kuwawezesha wanafunzi kuanza masomo  kabla ya januari 22, mwaka huu.


Kwa upande wake Msanifu Majengo Cecilia Muhongo wa TBA amesema wamejipanga kuhakikisha ukarabati wa miundombinu muhimu itakayowawezesha   wanafunzi kuanza masomo inakamilika mapema.

Serikali kuimarisha Elimu Nje ya Mfumo Rasmi

Waziri wa Elimu, Sayansi na Teknolojia Profesa. Joyce Ndalichako amesema Mkakati wa Serikali ni kuimarisha Elimu Nje ya Mfumo Rasmi ili kuwapa nafasi watoto wanaoshindwa kujiunga na Mfumo huo wa Elimu kuwa na fursa nyingine ya kupata Elimu na Ujuzi ambao utawasaidia katika kulileea Taifa Maendeleo .

Kauli hiyo ameitoa leo jijini Dar es salaam katika ofisi ndogo za Wizara alipokutana na kufanya mazungumzo na  balozi  wa Uingereza Sarah Cooke, balozi wa Sweden katrina Rangnitt na balozi wa Canada Alexandre leveque wanaowakilisha nchi zao hapa nchini
Waziri Ndalichako amewaambia Mabalozi hao kuwa Elimu Nje ya Mfumo usio Rasmi ipo kwa ajili ya kuwasaidia wale walioshindwa  kujiunga na Mfumo Rasmi wa Elimu, hivyo hata wale watakaopata ujauzito wanashauriwa kujiunga katika mfumo huo ili kuendelea na masomo yao mara baada ya kujifungua.

Profesa Ndalichako amesema lengo la serikali ni kuwapa fursa wanafunzi wanaokosa nafasi au wanaoacha shule kwa sababu mbalimbali waweze kupata Ujuzi na Elimu katika njia nyingine ikiwemo mafunzo ya ufundi katika Vyuo vya Ufundi Stadi na Vyuo vya Maendeleo ya Jamii mafunzo ambayo yatawawezesha kujiajiri ama kuajiriwa.

Akizungumzia Mkakati wa Serikali katika kupambana na changamoto za mtoto wa kike kupata elimu , Profesa Ndalichako alisema mpaka sasa serikali kupitia Programu ya lipa kulingana na Matokeo, EP4R imeshajenga zaidi ya mabweni 300 katika maeneo mbalimbali nchini hasa yale yaliyo katika mazingira magumu na kutoa wito kwa wafadhili mbalimbali kuunga mkono jitihada za Serikali kwa kuchangia ujenzi wa mabweni katika maeneo yenye mazingira magumu kwa  ili kuwasaidia wanafunzi wawezekufanya vizuri katika masomo yao.

Akizungumza kwa niaba ya Mabalozi wengine Balozi wa Sweden nchini Tanzania Katarina Rangnitt amesema wamefurahishwa sana kusikia kutoka kwa Waziri kuwa watoto wanaopata mimba shuleni wanapata fursa nyingine ya kupata Elimu na ujuzi nje ya mfumo usio rasmi ambao utawasaidia katika kuendeleza maisha na kuewa Elimu ndiyo nguzo pekee katika kujieletea Maendeleo.

TAARIFA KWA UMMA

Ndugu Wanahabari,
Kama ambavyo wengi wenu wanafahamu, Wizara ya Elimu, Sayansi na Teknolojia inaendelea na programu yake ya ukarabati mkubwa wa shule kongwe za Sekondari nchini. Programu ambayo itahusisha jumla ya shule kongwe 89. Katika awamu hii ya kwanza ambayo imetekelezwa kwa miaka miwili sasa, yaani mwaka wa fedha 2016/17 na 2017/18, jumla ya shule 46 kati ya 89 zipo kwenye mpango wa ukarabati huu. Taarifa ya programu hii ya ukarabati ni kama ifuatavyo:

  • Shule 10 za sekondari ambazo ni Mpwapwa, Musoma Ufundi, Mtwara Ufundi, Ifakara, Kantalamba, Tanga Ufundi, Ifunda Ufundi, Moshi Ufundi, Bwiru Wavulana na Kibiti zinaendelea kukarabatiwa kwa usimamizi wa Chuo Kikuu cha Sayansi na Teknolojia cha Mbeya (MUST). MUST ni taasisi ya kielimu, kwa hiyo wamekuwa makini sana na ratiba za shule. Shule zote hizi ziko katika hatua za mwisho za ukarabati na wanafunzi wanaendelea na masomo kama kawaida;
  • Shule za Sekondari za Iyunga, Chidya, Tambaza, Zanaki na Kisutu zinakarabatiwa chini ya Uongozi wa Shule na Bodi za Shule kwa usimamizi wa Halmashauri za Wilaya zao. Nazo pia ukarabati unaendelea vizuri sana. 
  • Shule ya sekondari ya Ndwika ambayo iko Wilaya ya Masasi, inajengwa upya chini ya Halmashauri baada ya taarifa ya wahandisi kubaini kuwa majengo yake hayawezi kufanyiwa ukarabati. 
  • Shule za Sekondari za Nyakato na Ihungo nazo pia zinajengwa upya kufuatia kuharibiwa vibaya na tetemeko la ardhi lililotokea katika Mkoa wa Kagera mwezi Septemba, 2016. Na kwa upande wa Shule ya Sekondari ya Rugambwa, hii inajengewa nyumba 8 za walimu ambazo zilibomoka kutokana na tetemeko hilo;
  •  Vilevile Wizara kupitia Mamlaka ya Elimu Tanzania inakarabati Shule za Sekondari 17 ambazo ni : Ilboru, Same, Pugu, Mwenge, Nganza, Mzumbe, Kilakala, Tabora Wavulana, Tabora Wasichana, Msalato, Dodoma, Ruvu, Korogwe, Bwiru Wasichana, Sengerema, Bihawana na Kondoa Wasichana. Katika ya hizi mpaka sasa shule 10 zimeshakamilika na saba zitaanza kukarabatiwa hivi karibuni bila kuathiri masomo.
  •  Shule za Sekondari 9 ambazo ni Jangwani, Azania, Kibaha, Kigoma, Tosamaganga, Malangali, Milambo, Minaki na Nangwa zinaendelea kukarabatiwa chini ya usimamizi wa Wakala wa Majengo Tanzania – TBA ambazo zipo kwenye hatua mbalimbali za ukarabati, ambapo shule ya Songea Wasichana bado haijaanza kukarabatiwa.
  •  Ndugu Wanahabari kama mnavyotambua shule zetu zinafunguliwa kesho kutwa tarehe 8 Januari.
  • Wizara baada ya kufanya tathmini ya kina imegundua kuwa kwenye shule zinazokarabatiwa na TBA kumekuwa na tatizo la ukamilishwaji wa miradi katika muda uliopangwa. Miradi yote iko nyuma ya ratiba. Na mbaya zaidi ni kwamba baadhi ya shule haziko tayari kabisa kupokea wanafunzi na wakaendelea na masomo yao kwa ukamilifu. Yaani mazingira ya ufundishaji na ujifunzaji hayajakamilika.
  • Hivyo basi baada ya mashauriano na wenzetu wa Ofisi ya Rais TAMISEMI tumekubaliana kuhairisha kuanza kwa muhula wa kwanza kwa shule za Milambo, Jangwani na Azania.
  • Kwa shule hizi muhula wa kwanza utaanza tarehe 22 Januari 2018.
  • Ratiba za masomo katika shule hizi itarekebishwa ili wiki hizi mbili ziweze kufidiwa. Utaratibu wa kawaida ni kufidia muda huu wakati wa likizo fupi na likizo ndefu ya mwezi ya mwezi Julai.


Wizara kwa kushirikiana na Serikali za Mikoa na Halmashauri husika itafanya usimamizi wa karibu kuhakikisha kuwa shule hizi zinakamilika katika kipindi hiki cha wiki mbili.

Tunaomba radhi kwa usumbufu wowote utakaojitokeza kwa wazazi/walezi na wanafunzi wanaosoma na waliochaguliwa kujiunga katika kidato cha kwanza katika shule hizi. Natumaini mnatambua nia njema ya Serikali ya kutaka kuimarisha mazingira ya shule hizi ambazo zilikuwa zimechakaa sana.

Nachukua fursa hii pia kuwaagiza Wakala wa Majengo, TBA, kutekeleza majukumu yao kulingana Mikataba tuliyoingia nao. Pamoja na shule hizi Kongwe pia tumewapa kazi za ujenzi wa Kampasi ya MUHAS-Mloganzila. Matarajio yetu ni kwamba Kampasi hii itachukua wanafunzi wa kwanza mwaka huu. Nawaagiza TBA kuongeza juhudi pale Mloganzila ili lengo hili likamilike.

Maelekezo ya Waziri wangu Mhe. Prof. Ndalichako ni kuhakikisha kuwa tunafanya usimamizi wa karibu ili miradi yote ya TBA ianze kwenda kulingana na Mikataba. Tutafanya hivyo wakati pia tunaangalia taratibu za kisheria ili kama kuna hatua zozote muafaka ziweze kuchukuliwa ili malengo yakamilike kulingana na matarajio.

SADC ESSAY WRITING COMPETITION FOR SECONDARY SCHOOLS, 2018

The Southern African Development Community (SADC) Secretariat has organized the SADC students essay writing competition for year 2018. The Essay writing competition is intended to broaden knowledge of the secondary school going population on SADC activities. The competition is open to form 1 to 6 students. The students are required to begin researching on the topic prior to writing and submitting to their Heads of School.

 The 37th summit of Heads of State and Governments deliberated that, the topic for year 2018 is “Partnering with the private sector in developing Industries and Regional Value Chains”.

The topic for the essay competition is “Discuss how partnership with private sector can promote industrial growth and foster development of value chains in key priority sectors (such as agriculture, mining, health etc) among SADC member states”.

 The set of questions below are meant to guide students when responding to the question above. Thus, on answering the above question, student should answer all the questions listed below:

1.         Discuss in-depth, what you understand about industrial growth and value chains and how SADC Member States could increase private sector involvement in industrial growth and value chains. (20 Points)

2.         Discuss and fully explain the general forms of value added services which are undertaken in the SADC region. (15 Points)

3.         Collaboration between governments and the private sectors is said to be key in developing economies, explain your understanding of the term private sector engagement and how it is key in developing industrial growth and value chains and give at least four (4) examples of major business collaborative efforts that has made huge impact in development region economy. (20 Points)

4.         For SADC Region to achieve any meaningful industrialization in form of industrial growth and improvement in value chains, discuss the areas/ types of value added services which are likely to produce meaningful; results in the present context. (15 Points)

5.         Presently how do SADC member states engage the private sector in the development of their industries, and in your opinion, how can these relationships be strengthened. (15 Points)

6.         What interventions and/or measures should regional governments embark on in order for private sector be key drivers of national economies. (15 Points)



Heads of schools are supposed to ensure that students adhere to the following guidelines:

i.          The essay should not be longer than 1,500 words and not shorter than 1,000 words;

ii.         Where students have access to computers, they are advised to type their essays and submit both the soft and hard copies;

iii.       Students who will type their essays will have to sign and initial the hard copies to make sure that they have not been altered;

iv.       The essay shall be written in English language;

v.         The front page or cover page will display the name, sex, class, school address and stamp, Headmistress/Headmaster’s email address, signature and phone no, region, country;

vi.       The title of the essay should be written on the cover page (students should not paraphrase the title);

vii.      Definition of Key concepts and a brief Historical/Background of SADC should be written in the introductory paragraph;

viii.     All reference material must be written in the last page; and

ix.        The handwritten essays will be written on one side of the A4 paper with double margin of two centimeters.

 Students are expected to begin writing immediately and submit their essays to their head of schools. The Head of School will then be expected to constitute a marking panel which will choose best essays of the school. The panel should go through the essays (Please do not mark the essays) and choose three essays to be submitted to The Permanent Secretary; Ministry of Education, Science and Technology, P.O. Box 10, Block 10, College of Humanities Dodoma not later than 15th April 2018. The national adjudication will take place from 02nd to 15th May 2018 in order to get three entries which will be submitted to the SADC Secretariat in Botswana.
