WAZIRI NDALICHAKO AWATAKA WAKURUGENZI KUACHA KULALAMIKA NA BADALA YAKE WATUMIE VIZURI FEDHA ZINAZOTENGWA KWA AJILI YA SEKTA YA ELIMU


Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako amewataka  Wakurugenzi wa halmashauri zote nchini kuacha kulalamika kuhusu miundombinu ya shule wakati wanashindwa kutumia vyema fedha zinazotolewa na serikali kwa ajili ya kuboresha miundombinu ya Elimu.

Waziri Ndalichako ametoa kauli hiyo wakati akifungua mafunzo elekezi kuhusu utekelezaji wa Programu ya lipa kukingana na Matokeo katika sekta ya Elimu ambapo amewataka watendaji wa halmashauri kuacha kufanya matumizi tofauti na maelekezo yanayotolewa na kama upo ulazima wa kubadili matumizi halmashauri zinapaswa kuomba kibali cha kubadili matumizi na hawatatakiwa kuanza matumizi kabla ya idhini kutolewa.

“Mpango huu wa lipa kulingana na Matokeo unekuwa na mafanikio makubwa katika kipindi Cha kuanzia mwaka 2014/2015 hadi 2017/2018 halmashauri zimekuwa  zikifanya vizuri katika utekelezaji wa vigezo na hivyo kupata ongezeko la fedha kila mwaka kutoka Shilingi bilioni 15.53 (2014/2015) hadi kufikia shilingi bilioni 50 kwa mwaka ( 207/1018),”alisema Waziri Ndalichako.
Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako akizungumza na Wakurugenzi wa Halmashauri, Maafisa Elimu wa mikoa, maafisa Elimu msingi na Sekondari na  Wathibiti Ubora wa Shule (hawapo pichani),wakati akifungua mafunzo elekezi kuhusu utekelezaji wa Program ya Lipa Kulingana na Matokeo katika sekta ya Elimu. Mkutano huo umehusisha watendaji wa mkoa wa Mwanza na Shinyanga.

Pia Waziri Ndalichako amewataka Wakurugenzi, Maafisa Elimu na Wathibiti ubora wa shule kuimarisha mfumo wa menejimenti na upatikanaji wa taarifa /Takwimu za Elimu na kuhakikisha kunakuwa na usawazishaji wa ikama ya walimu ndani ya halmashauri.
Watendaji katika sekta ya Elimu wa mkoa wa Mwanza na Shinyanga wakifuatilia hotuba ya Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako wakati akifungua mafunzo elekezi kuhusu utekelezaji  wa Program ya Lipa Kulingana na Matokeo katika sekta ya Elimu. Amewataka watendaji hao kufanya kazi zao kwa mipango na weledi.

Lengo la programu ya lipa kulingana na matokeo ni kuinua ubora wa Elimu nchini na kuwa fedha kupitia programu hii hutolewa kutokana na kukidhi vigezo vilivyokubalika na kufanyiwa uhakiki ili kuthibitisha kuwa vimetekelezwa.

Mafunzo hayo ya siku mbili yamefanyija katika mikoa yote hapa nchini.
Mratibu wa Mafunzo Elekezi ya EP4R, Lawarence Sanga akitoa maelezo kwa Waziri Ndalichako kuhusu umuhimu wa mafunzo hayo kwa watendaji katika kusimamia vyema fedha za miradi inayotolewa na Wizara ya Elimu, Sayansi na Teknolojia.

WAZIRI NDALICHAKO ASEMA CHUO CHA UFUNDI STADI MKOANI KAGERA KUANZA KUJENGWA


Serikali imekamilisha miundombinu yote muhimu ikiwemo Maji, umeme na barabara kwa ajili ya kuanza kwa ujenzi wa Chuo cha Ufundi stadi VETA mkoani Kagera.

Kauli hiyo ya Serikali imetolewa na Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako baada ya kuzindua chanzo cha Maji ambacho kitatumika kwa ajili ya kujenga VETA hiyo katika kijiji cha Burugo, Kwenye halmashauri ya Bukoba.

“Dhamira ya Serikali ya awamu ya Tano ni kuwa nchi ya uchumi wa kati hadi ifikapo mwaka 2025 ili kutimiza malengo hayo ndiyo serikali imewekeza zaidi katika kujenga vyuo vya Ufundi stadi ili kuwa na wataalamu wa kati na wa kutosha watakaotumika kwenye viwanda hapa nchini,” alisisitiza Waziri Ndalichako.


Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako akizindua chanzo cha maji kitakachotumika kujenga chuo cha Ufundi stadi, VETA mkoani Kagera na kuwa ujenzi huo unatarajiwa kuanza muda wowote baada ya serikali kukamilisha miundombinu inaayohitajika kama vile maji, umeme na barabarana.

Awali akipokea taarifa ya mkoa huo kuhusu sekta ya Elimu, Waziri Ndalichako ameonesha kutoridhishwa na hatua za ujenzi wa matundu ya vyoo katika shule za msingi mkoani humo na kuzitaka mamlaka husika kutafuta ufumbuzi ili kuweka mazingira rafiki kwa wanafunzi.

Waziri Ndalichako pia ametembelea na kukagua ujenzi unaoendelea wa Chuo cha Ufundi Stadi Karagwe ambapo amemtaka Mkandarasi kuhakikisha kazi hiyo inakamilika katika muda uliopangwa.
Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako akikagua mradi wa ujenzi wa chuo cha Ufundi stadi VETA, (KDVTC) Wilayani Karagwe mkoani Kagera ambapo waziri amemuelekeza mkandarasi kukamilisha ujenzi katika muda uliopangwa.


Waziri Ndalichako pia alitembelea Shule ya Bukoba Sekondari ambayo paa za shule hiyo ziliezuliwa kufuatia mvua kubwa Iliyoambatana na upepo na hivyo kulazimika wnafunzi wa shule hiyo kuhamishiwa katika shule ya sekondari Ihungo na wengine katika shule ya Sekondari Omumwani.

WAZIRI NDALICHAKO ARIDHISHWA NA KASI YA UJENZI WA CHUO CHA VETA WILAYANI CHATO


Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako leo ameendelea na ziara yake mkoani Geita ambapo ametembelea mradi wa ujenzi wa Chuo cha Ufundi Stadi VETA kinachojengwa Wilayani Chato mkoani humo na kusema kuwa ameridhishwa na hatua ya ujenzi iliyofikiwa.

Akizungumza mara baada ya kukagua ujenzi wa Chuo hicho Waziri amesema  upo upungufu  wa vyuo vya kutolea mafunzo ya Ufundi na tayari serikali imeendelea kujenga ili kuhakikisha dhamira ya kuwa nchi ya viwanda inafikiwa.
Waziri wa Elimu, Sayansi na Teknolojia Profesa Joyce Ndalichako akikagua mradi wa ujenzi wa Chuo cha Udundi Stadi cha VETA, Wilayani Chato mkoani Geita, akiwa katika ukaguzi huo waziri alisema ameridhishwa na hatua ya ujenzi uliofikiwa.

Waziri Ndalichako ameendelea kuitaka Idara ya manunuzi ya Wizara ya Elimu, Sayansi na Teknolojia kuhakikisha inafanya uchaguzi sahihi wa mkandarasi na kuwa hilo ndiyo suluhisho la kukamilisha miradi ya ujenzi kwa wakati.

 “Nitumie fursa hii kuzielekeza halmashauri zote nchini kuendelea kukamilisha  majengo na majengo yakishakamilika  basi Wizara tutanunua vifaa kupitia mradi wa kukuza ujuzi na kazi (ESPJ) lengo la serikali  ni kuendeleza ujuzi ili kupata wataalamu wa kutosha,” alisema Prof. Ndalichako.

Akiwa Wilayani Chato, Waziri Ndalichako alizungumza na wanafunzi wa kidato cha tano na sita wa shule ya sekondari  ya wasichana ya Jikomboe ambapo ameahidi kutoa kiasi cha Tsh. Milioni mia mbili kwa ajili ya kujenga bwalo, chumba cha darasa na kumalizia uzio wa shule hiyo.

 Waziri Ndalichako kesho ataendelea na ziara ya kikazi ya kukagua miradi ya ujenzi ya vyuo vya Ufundi stadi mkoani Kagera.
Muonekano wa jengo lingine katika mradi wa ujenzi wa chuo cha VETA, Wilayani Chato mkoani Geita.

WAZIRI NDALICHAKO AITAKA TAKUKURU KUCHUNGUZA MRADI WA UJENZI VETA YA MKOA GEITA.


Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako ameitaka Taasisi ya Kuzuia na Kupambana na Rushwa (TAKUKURU) kuchunguza mchakato wa upatikanaji wa zabuni ya ujenzi wa Mradi wa Chuo Cha Ufundi stadi VETA mkoani Geita unaotekelezwa na Kampuni ya ukandarasi inayojulikama kama SkyWard.
Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako akikagua mradi wa ujenzi wa Chuo cha Ufundi Stadi, VETA mkoani Geita wakati wa ziara yake ya mkoani humo.

Waziri huyo amesema hajaridhishwa na ujenzi wa mradi huo na kuwa hadi sasa tayari ni miezi mitano  na kwa mujibu wa mkataba bado miezi sita mradi ukabidhiwe, lakini inavyoonekana ni kuwa kampuni hiyo tayari ilishaonesha kushindwa kazi ambayo walishapewa ya ujenzi wa Chuo Cha Ualimu Ndala.

“Mkandarasi hii Serikali siyo ya kuichezea, mwaka mzima sasa bado mko asilimia ambazo haziridhishi pia hakuna kasi ya majengo na hakuna vibarua wanaoendelea na kazi, mnadeni Chuo cha ualimu Ndala, na hapa tena  kwenye ujenzi wa Chuo cha VETA Geita kuna tatizo na hata mazingira ya kumpa huyu mkandarasi kazi, niwaonye watu wa Idara ya manunuzi pale Wizarani kuacha kutoa kazi kwa watu wasiokuwa na uwezo,” anasema Waziri Ndalichako,

KATIBU MKUU AKWILAPO AFUNGUA MAFUNZO ELEKEZI KWA WAAJIRIWA WAPYA NA KUWATAKA KUHESHIMU TARATIBU ZA KAZI

Katibu Mkuu Wizara ya Elimu, Sayansi na Teknolojia Dkt. Leonard Akwilapo amesema rasilimali watu yenye ujuzi, maarifa na utayari wa kufanya kazi ndio mtaji mkuu kwa Taasisi yoyote katika kufikia malengo yake.

Katibu Mkuu Akwilapo ameyasema hayo Jijini Dodoma wakati wa kufungua mafunzo elekezi kwa waajiriwa wapya wa Wizara hiyo ambapo amewataka kutambua kuwa wana mchango mkubwa katika kuhakikisha malengo ya Wizara yanafikiwa.

“Ni vema mtambue kuwa mafanikio ya Wizara yetu na Jamii kwa ujumla yanategemea juhudi zetu kwa pamoja, hivyo mafunzo haya yakawe chachu ya nyie kupata ujuzi na maarifa utakaowasaidia kukuza kiwango cha utendaji wa kazi kwa ufanisi na kuongeza tija kwa umma,” aliongeza Dkt Akwilapo.
Katibu Mkuu Wizara ya Elimu, Sayansi na Teknolojia, Dkt. Leonard Akwilapo akifungua Mafunzo Elekezi kwa waajiriwa wapya wa Wizara hiyo jijini Dodoma ambapo amewataka watumishi hao kuheshimu taratibu za kazi ili kufikia malengo mapana ya Wizara.

Amesema utendaji uliotukuka ni ule unaofuata misingi na miiko ya kiutendaji lakini pia sheria, kanuni na taratibu na kutaka kila mtumishi kuhakikisha anaelewa taratibu hizo na kuzitumia wakati wa kutekeleza majukumu yake ya kikazi bila kumuonea mtu.

Awali Mkurugenzi Msaidizi kutoka Idara ya Utawala na Rasilimaliwatu ya Wizara hiyo, Sebastian Inoshi alimueleza Katibu Mkuu kuwa mafunzo hayo yatafanyika kwa awamu mbili ambapo awamu ya kwanza imeshirikisha takribani watumishi arobani na nne.
Mafunzo elekezi kwa waajiriwa wapya yameanza leo Januari 15, 2019 na yameshirikisha waajiriwa wapya kutoka Wizara ya Elimu Makao Makuu.

SCHOLARSHIP TENABLE IN PEOPLE’S REPUBLIC OF CHINA FOR THE ACADEMIC YEAR 2019/2020

1.0 Call for Application

The General Public is hereby informed that, the Chinese Government has opened new scholarships for Undergraduate, scholars and Post-graduates to Tanzanians for the academic year 2019/2020. The online application and the corresponding application documents should be submitted to application receiving agency. Eligibility:
To be eligible, applicants must:
·        Be a citizen of the United Republic of Tanzania;
·        Be in good health;
·        Be a high school graduate under the age of 25 when applying for Bachelor degrees programs;
·        Be a Bachelor’s degree holder under the age of 35 when applying for Master’s programs;
·        Be a Master’s degree holder under the age of 40 when applying for Doctoral programs;

2.0 Application Documents
a)     Completely filled application form for Chinese Government Scholarship (in Chinese or English);

b)     Certified copies of Certificate for Secondary Education Examination (CSEE), Advanced Certificate for Secondary Education Examination, Diploma, Bachelor`s Degree and Master`s Degree. Documents in languages other than Chinese or English must be attached with certified Chinese or English translations;

c)      Academic transcripts: Transcripts in languages other than Chinese or English must be attached with certified Chinese or English translations;

d)    A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, and 800 words for postgraduates);

e)     Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors;

f)      Certified copies of birth certificates

g)     Applicants for music studies are requested to submit their own works and those applying for fine arts programs must submit their own works which include two sketches, two colour paintings and two other works;

h)    Applicants with good Bachelor’s degree in Mechanical and/or Electronics Engineering can apply for Masters’ programme which are offered at Tianjin University of Technology and Education;

i)       Applicants under the age of 18 should submit the valid documents of their legal guardians in China; and

j)       Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant). The form designed by the Chinese quarantine authority can be downloaded from http://my.china-embassy.org/eng/whjy/P020190109380893894433.pdf The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a scaled photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

3.0 Please submit the following documents where applicable
k)     Pre-admission Letter from Chinese Government Scholarship universities; and
l)        Language qualification certificate. E.g., HSK certificates, IELTS or TOFEL report.


Instruction for online application of the Chinese government scholarship information system
Step 1: Visit http://www.csc.edu.cn/laihua or www.capuschina.org and click “Scholarship Application Online for International Students”;

Step 2: Read “Tips for online application” carefully before clicking “NEXT” to the registration page;

Step 3: Log in with your user name and password. For new user, please click “Create an account” for registration;

Step 4: Fill in the correct Program Category and Agency Number. An Agency Number represents a specific application receiving agency and a correct choice of Program Category is necessary before filling in the Agency Number. Please make sure you fill it in correctly, otherwise you will not be able to continue your online application or your application will not be accepted. Your ‘Program Category’ is: Type A and Agency Number is: 8341. Once the correct ‘Agency Number’ is entered, the name of the agency will automatically emerge;

Step 5: Fill in the Online Application Form and Upload Supporting Documents truly, correctly and completely following the steps listed on the left of the page. Applicants are required to select a discipline before choosing their majors. Please refer to the Disciplines Index, which could be downloaded from help, if you have any doubt about the disciplines and majors;

Step 6: Check each part of your Application carefully before submitting it. Click Submit to submit your Application. The submitted documents will be the only reference for the applied universities to confirm the admission;

Step 7: You can make changes to your application by clicking Withdraw and Edit the Application on the top of the page. But make sure to submit it again by 4 clicking Submit after finishing all the changes. Otherwise, the retrieved application will become invalid and your new application will not be received either;

Step 8: You can download and print the completed Application Form by clicking Print the Application Form; and

Step 9: Send the printed paper application form and other supporting documents to the address below.
