Invitation for Tender

1.       This Invitation for Tender follows the General Procurement Notice (GPN) which appeared on PPRA website online on 02nd October, 2018.

2.       Ministry of Education, Science & Technology has set aside fund towards the cost to improve quality of Education and it intends to apply part of the proceeds of this fund to cover eligible payments under the contract for the Supply of Office Equipment for School Quality Assurance Department.

3.       The Permanent Secretary, Ministry of Education, Science & Technology now invites sealed tenders from eligible suppliers as tabulated below:-

       Tenderers are required to quote for one lot, two lots or all lots but in any case Tenderers are required to quote for all items and quantities specified in each lot.  Tenderers who do not quote for all items and quantities will be considered non responsive and rejected in evaluation.

  1. Tendering will be conducted through the National Competitive Tendering (NCT) procedures specified in the Public Procurement Regulations, 2013 – Government Notice No. 446 and are open to all Tenderers as defined in the Regulations.
5.       Interested eligible Tenders may obtain further information from and inspect the Tendering Documents at the office of the Secretary of Tender Board, Ministry of Education, Science & Technology, College of Business Studies and Law, University of Dodoma, (UDOM), Block 10, P.O Box 10 - 40479 Dodoma, Office number 320 from 0900 to 1500 hours on Mondays to Fridays inclusive except on public holidays.

6.       A complete set of Tendering Document (s) in English and additional sets may be   purchased by interested Tenderers on the submission of a written application to the address given under paragraph 5 above and upon payment of a non-refundable fee of Tzs. 100,000/= (Tanzania Shillings: One Hundred Thousand Only), Payment should be done through Government e- Payment Gateway (Gepg) where the tender should get control number at office room No.327, at Ministry of Education, Science and Technology.

7.       All Tenders for Lots 1, 2 & 3 must be accompanied by a Tender Security in an acceptable form in the amount of TZS. 5,000,000.00 (Tanzanian shillings Five million) for each lot.

  1. All tenders in one original plus two copies properly filled in, and enclosed in plain envelopes must be delivered to the Secretary of Tender Board, Ministry of Education, Science & Technology, College of Business Studies and Law, University of Dodoma, (UDOM), Block 10, P.O Box 10 – 40479 Dodoma, Room 320 at or before 10.00 local hours on 18th December,2018. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Conference Room, Ground Floor, Ministry of Education, Science & Technology, College of Business Studies and Law, University of Dodoma, (UDOM), Block 10, P.O Box 10 – 40479 Dodoma.

9.       Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.

DKT. AKWILAPO AWATAKA WAHITIMU WA ADEM KUBORESHA UTENDAJI KAZI

Katibu Mkuu Wizara ya Elimu, Sayansi na Teknolojia Dkt. Leonard Akwilapo amewataka Walimu waliohitimu mafunzo  katika fani za uongozi katika Elimu na Uthibiti Ubora wa Shule kuhakikisha wanatumia maarifa na mbinu sahihi katika kutekeleza majukumu kwa lengo la kuboresha utendaji kazi ili kuliletea Taifa maendeleo.


Katibu Mkuu Wizara y Elimu, Sayansi na Teknolojia Dkt. Leonard Akwilapo akimkabidhi cheti mmoja wa wahitimu wakati wa Mahafali ya 26 yaliyofanyika katika Chuo Cha ADEM, Bagamoyo mkoani Pwani

Dkt Akwilapo ameyasema hayo wakati wa mahafali ya 26 ya Chuo Cha Maendeleo ya Uongozi wa Elimu, ADEM Wilayani Bagamoyo mkoani Pwani ambapo zaidi ya wahitimu 1000 wamehitimi mafunzo yao.

Amewataka wahitimu hao kuhakikisha kuwa wanaenda kufundisha pamoja na kuhakikisha wanawalinda na kusimamia haki za watoto  kwa mujibu wa Sheria.

“Mategemeo ni kuongezeka kwa utendaji kazi, ikiwa ni pamoja na wanafunzi kuhudhuria shule, kiwango cha ufaulu kuongezeka   pamoja na kubaini changamoto zinazowakabili wanafunzi na kuzipatia ufumbuzi kwa utaratibu unaofaa,”alisema Dkt. Akwilapo.
Katibu Mkuu akizungumza na wahitimu hawapo pichani wakati wa mahafali ya 26 katika Chuo cha ADEM, Wilayani Bagamoyo Mkoani Pwani.

Dkt. Akwilapo amewataka wahitimu hao  kujenga mahusiano na  mazingira mazuri kati ya shule na Jamii, kuhakikisha  umoja unakuwepo kati ya pande  zote tatu kwa maana ya walimu, wanafunzi na wazazi na  eneo hilo likifanikiwa basi Elimu yetu itakuwa imefanikiwa. 


Akizungumza katika mahafali hayo  Mtendaji Mkuu wa ADEM Dkt. Siston Masanja  amesema Chuo hicho kinawajibu wa kutoa mafunzo na   ushauri wenye lengo ka kuboresha Elimu nchini, huku akiendelee kuiomba Wizara kutenga fedha  kwa ajili ya  kuboresha miundombinu ya Chuo hicho.

Dkt. Masanja pia amewataka wahitimu kuacha kubweteka kwa Elimu waliyoipata ADEM, na badala yake waende wakajiendeleze zaidi  kama  vitabu vya dini vinavyoelekeza.

SCHOLARSHIP FOR THE 2019 UNITED NATIONS OFFICE FOR OUTER SPACE AFFAIRS (UNOOSA) POSTGRADUATE DIPLOMA (PGD) PROGRAMME IN SPACE SCIENCE AND TECHNOLOGY AT ARCSSTE-E, OBAFEMI AWOLOWO UNIVERSITY, ILE-IFE, OSUN STATE

Call for Application
The General Public is hereby informed that, the African Regional Centre for Space Science and Technology Education in English (ARCSSTE-E) in the Federal Republic Nigeria is inviting applications for Postgraduate Diploma programme (PGD) in Space Science and Technology Scholarships to Tanzanian Citizens. Successful candidates will be required to pursue their studies in various PGD programmes for 9 months. Nominated applicants will be enrolled in Obafemi Awolowo University, Ile-Ife in the Federal Republic of Nigeria for the academic year 2019.
The PDG courses offered are
(i)                 Remote Sensing/GIS
(ii)              Basic Space and Atmospheric Science
(iii)            Satellite Communications
(iv)            Satellite Meteorology
(v)              Global Navigation Satellite Systems
General Admission Requirements
1.      An applicant must have bachelor degree in Physics, applied Geophysics, Meteorology, Geology, Mathematics, Physical Sciences, Engineering, Computer Science and Geography, Remote Sensing/GIS, or any other Science related course from any recognized University or Institution.

2.      Documents to be attached with application form should include certified copies of:-
(i)              Bachelor’s degree certificates;
(ii)           Academic Transcript;
(iii)         Advanced Certificate of Secondary Education Examination (ACSEE);
(iv)            Certificate for Secondary School Examination (CSEE);
(v)           Birth Certificate; and,
(vi)            Medical report form
Tuition Fees
The Tuition fee for the PGD programme is N250,000, however the Centre offers full sponsorship covering Tuition fee, accommodation and return flights tickets provided by UNOOSA for foreign participants

RAIS MAGUFULI AZINDUA MAKTBA YA KISASA KATIKA UKANDA WA AFRIKA MASHARIKI.

Rais  wa Jamhuri ya Muungano wa Tanzania Dkt. John Magufuli leo amezindua Maktaba ya kisasa kwa ukanda wa Afrika Mashariki iliyopo katika Chuo Kikuu Cha Dar es Salaam (UDSM) iliyojengwa kwa thamani ya dola milioni 41 Sawa na fedha za Kitanzania shilingi bilioni 90.

Akizungumza jijini Dar es salam wakati wa hafla ya kuzindua Maktaba hiyo iliyojengwa kwa msaada wa Serikali ya China Rais Magufuli amempongeza mkandarasi alyojenga Maktaba hiyo kwa kukamilisha mradi kwa wakati na kwa kiwango Cha juu.

Rais wa Jamhuri ya Muungano wa Tanzania Dkt.John Magufuli akizindua jengo la Maktaba ya kisasa katika Chuo kikuu cha Dar es salaam ambapo Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako na balozi wa China nchini Tanzania Dkt. Wang Ke walishiriki uzinduzi huo.

Rais Magufuli pia ameishukuru serikali ya China kwa kuwa marafiki wa kweli kwa nchi ya Tanzania Kwa kutoa  msaada wa ujenzi wa maktaba hiyo pamoja na misaada mingine ya Maendeleo bila masharti yeyote.

“Tutaendelea kuenzi mahusiano mazuri yaliyoanzishwa na waasisi wa serikali hizi mbili ambazo ni Tanzania na China, na kuwa kuwepo kwa mahusiano kumekuwa na tija katika Kujiletea Maendeleo na kuwa misaada imekuwa ikitokewa bila masharti yoyote,” alisema Rais Magufuli.

Rais Magufuli katika hotuba yake amekitaka Chuo Kikuu kuendelea kusimamia maadili, heshima ya Chuo kikuu na kuhakikisha Elimu inayotolewa ni ya  viwango ili kulinda hadhi ya Chuo hicho.

Rais John Magufuli akikabidhiwa mfano wa ufunguo na balozi wa China nchini Tanzania Dkt. Wang Ke kwa ajili ya kufungulia maktaba ya kisasa ambayo amezindua leo katika Chuo kikuu cha Dar es salaam, jijini Dar es salaam.

Rais Magufuli pia amewataka  wanafunzi wa Chuo Kikuu Cha Dar es Salaam na wale wa nje ya Chuo kuhakikisha wanaitunza maktaba hiyo ili idumu na iweze kutumiwa na vizazi vijavyo.

Akizungumza katika uzinduzi huo Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako amezitaka Taasisi za Elimu ya Juu kuacha kutumika kama vichaka vya kuvunja sheria na kufanya ubadhirifu wa fedha za Umma.

“Tunazitaka  Taasisi zote za Elimu ya Juu kuhakikisha zinakuwa ni  mfano wa kuigwa na siyo kuwa mstari wa mbele katika kushiriki vitendo vya ubadhirifu, na kuwa watumishi wa Taasisi hizo  ni watumishi wa Umma na kama walivyo watumishi wengine na kuwa yeyeote atakyekwenda kinyume Sheria itachukua Mkondo wake,” alisisitiza Waziri Ndalichako.
Viongozi waandamizi wa Serikali kutoka Wizara na Taasisi mbalimbali za serikali wakifuatilia uzinduzi wa maktaba ya Kisasa ya UDSM jijini Dar es salaam, maktaba hiyo imejengwa kwa msaada wa Serikali ya china kwa gharama ya shilingi bilioni 90.

Naye Makamu Mkuu wa Chuo Kikuu hicho Prof. William Anangisye amesema Maktaba ni chombo muhimu katika kujiendeleza na kuwa maktaba hiyo ya kisasa itatumiwa na wafunzi pamoja na watafiti mbalimbali katika kujiongezea maarifa.

TANZANIA NA CHINA ZATILIANA SAINI KUANZA UJENZI WA CHUO CHA VETA KAGERA


Serikali ya Tanzania na ile ya Jamuhuri ya watu wa China leo zimetiliana  saini makubaliano ya kuanza kwa ujenzi wa Chuo cha Mamlaka ya Elimu na Mafunzo ya Ufundi Stadi (VETA) ambacho kinatarajiwa kujengwa mkoani Kagera na kuwa ujenzi huo unatarajiwa  kukamilika mwaka 2020

Katibu Mkuu Wizara ya Elimu, Sayansi na Teknolojia Dkt. Leornald Akwilapo ndiye aliyesaini mkataba huo kwa niaba ya Serikali ya Tanzania na  kwa upande wa China mkataba huo umesainiwa na Mwakilishi wa Uchumi na Biashara nchini Tanzania Yuan Lin na kuwa tukio hilo limefanyikia jijini Dar es salaam.


Katibu Mkuu Wizara ya Elimu, Sayansi na Teknolojia Dk. Leornald Akwilapo pamoja na Mwakilishi wa Uchumi na Biashara nchini Tanzania Yuan Lin wakitia saini  mkataba wa makubaliano wa ujenzi wa chuo cha VETA kinachotarajiwa kujengwa mkoani Kagera na ujenzi wake  unatarajiwa kukamilika mwaka 2020.

Mara baada ya kusaini mkataba huo Dkt. Akwilapo amesema kuwa Chuo hicho kitakuwa na uwezo wa kuchukua wanafunzi 400 wa kozi za muda mrefu na wanafunzi  1000 wa kozi za muda.

Miundombinu itakayojengwa katika chuo hicho ni pamoja na vyumba vya madarasa, Karakana za Kufundishia, Majengo ya Utawala, mabweni  na Viwanja vya michezo na kuwa mpaka kukamilika kitagharimu zaidi ya shilingi bilioni 22.

 Dkt. Akwilapo amewataka wakandarasi  wanaopewa mikataba ya ujenzi na Wizara yake kuhakikisha wanatekeleza makubaliana ya mikataba hiyo kwa wakati  na kwamba serikali haitasita kuvunja mkataba wowote ambao unatekelezwa kinyume na makubalino ikiwa ni pamoja na  kuchukulia hatua za kisheria kwa kwenda kinyume na mikataba hiyo.

Kwa upande wake Mkurugenzi Mkuu wa VETA Dkt. Pancras Bujulu amesema Chuo hicho kitasaidia kuongeza udahili wa wanafunzi katika fani mbalimbali za VETA kutokana na ukweli kwamba mkoa huo ni mkubwa na kuwa hapo awali ulikuwa na chuo cha VETA kimoja kinachojulikana kama Rwamishenye ambacho kilikuwa kidogo.

Naye Mwakilishi wa China anayeshughulikia masuala ya Uchumi na Biashara nchini Tanzania Yuan Lin amesema Serikali ya Tanzania na China zimekuwa marafiki kwa muda mrefu na ndio maana China imeona umuhimu wa kusaidia ujenzi wa chuo hicho ikiwa ni hatua ya kuunga mkono Juhudi za Serikali ya awamu ya Tano ya kuwa nchi ya uchumi wa viwanda hadi ifikapo mwaka 2020.

WAZIRI NDALICHAKO ASEMA AFRIKA ITAENDELEZWA NA WAAFRIKA WENYEWE


Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako amesema wajibu wa kuiendeleza Afrika uko mikononi mwa Waafrika wenyewe huku jukumu la wadau wengine wa Maendeleo ni  kusaidia kukua kwa Maendeleo hayo.

Waziri Ndalichako ametoa kauli hiyo Leo katika Mahafali ya Programu za ESAMI yaliyofanyika katika Makao Makuu ya ESAMI jijini Arusha ambapo amesisitiza kuwa  Waafrika wanapaswa kujisimamia wenyewe katika nyanja za Kijamii na Kiuchumi  kwa lengo la kutimiza malengo ya bara hilo.

“ Ili Afrika iweze kuendelea lazima ijisimamie yenyewe katika masuala ya kijamii na kiuchumi na hii itawezekana tu kupitia   vijana ambao wameandaliwa  vyema na wakawa tayari kuhakikisha wanaliendeleza bara la Afrika kwa ujasiri bila kuhofia changamoto watakazokutana nazo,” alisisitiza Waziri Ndalichako

Kiongozi huyo amesema bara la Afrika linahitaji Viongozi wenye ujasiri, ambao wapo tayari kuhakikisha Afrika inakwenda mbele kiuchumi na Kijamii.

Akizungumza katika mahafali hayo Mkurugenzi Mkuu wa ESAMI Prof. Bonard  Mwape amesema wahitimu wote wameandaliwa vyema kwenda kuleta Mabadiliko  na Maendeleo katika nchi zao pamoja na kuhakikisha  bara la Afrika linakuwa  lenye maendeleo.

Mahafali hayo yamejumuisha zaidi ya wahitimu 360 kutoka nchi za Afrika ikiwemo Kenya, Uganda, Rwanda, Namibia, Mali, Malawi DR- Congo, Burundi, Zimbambwe na wenyeji Tanzania.
