  1. This Invitation for Tender follows the General Procurement Notice for this Project which appeared in Daily News and Procurement Journal Issue no. 1768 dated 16th October, 2016.

  1. The Government of Tanzania through Ministry of Education, Science & Technology has received a Grant from the Global Partnership for Education (GPE) towards the cost of Literacy & Numeracy Education Support (LANES) and it intends to apply part of the proceeds of this Grant to cover eligible payments under the contract for the supply of various goods for Education Support Resource and Assessment Centre.

  1. The Permanent Secretary, Ministry of Education, Science & Technology now invites sealed tenders from eligible suppliers as tabulated below:

       Tenderers are required to quote for one lot or combination of two, three, four, five or all lots but in any case Tenderers are required to quote for all items and quantities specified in each lot.  Tenderers who do not quote for all items and quantities will be considered non responsive and rejected in evaluation.

  1. Tendering will be conducted through the National Competitive Tendering procedures specified in the Public Procurement Regulations, 2013 – Government Notice No. 446 and are open to all Tenderers as defined in the Regulations.
  2. Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of Tender Board, Ministry of Education, Science & Technology, College of Business Studies and Law, Universities of Dodoma, (UDOM), Block 10, P.O Box 10 40479Dodoma, Office number 320 from 0900 to 1500 hours on Mondays to Fridays inclusive except on public holidays.

  1. A complete set of Tendering Document (s) in English and additional sets may be   purchased by interested Tenderers on the submission of a written application to the address given under paragraph 5 above and upon payment of a non-refundable fee of Tzs. 100,000/= (Tanzania Shillings: One hundred Thousand Only), Payment should be done through Government e- Payment Gateway (Gepg) where the tenderer should get Control number at office No. 327, at Ministry of Education, Science and Technology.

7.       Tenders for Lots 1, 2 & 4 must be accompanied by a Tender Security in an acceptable form in the amount of TZS. 20,000,000.00 (Tanzanian shillings Twenty million).

8.       Tenders for Lots 3, 5 & 6 must be accompanied by a Tender Securing Declaration in a format provided.

  1. All tenders in one original plus two copies properly filled in, and enclosed in plain envelopes must be delivered to the Secretary of Tender Board, Ministry of Education, Science & Technology, College of Business Studies and Law, Universities of Dodoma, (UDOM), Block 10, P.O Box 10 – 40479 Dodoma, Room 320 at or before 10:30am local hours on Tuesday, 11th December, 2018. Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Conference Room, Ground Floor, Ministry of Education, Science & Technology, College of Business Studies and Law, Universities of Dodoma, (UDOM), Block 10, P.O Box 10 40479Dodoma.

10.   late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.

OLE NASHA: SERIKALI INATAMBUA MCHANGO WA WAHISANI KATIKA SEKTA YA ELIMU


Serikali imesema inatambua mchango wa wahisani na wadau wa Elimu katika kuunga mkono juhudi za Serikali ya awamu ya Tano katika kuendelea kuchangia ujenzi wa mabweni ya Wanafunzi wa kike, ujenzi wa vyumba vya madarasa, ununuzi wa vifaa vya TEHAMA pamoja na ununuzi wa vifaa vya wanafunzi wenye mahitaji maalum.

Kauli hiyo ya Serikali imetolewa na Naibu Waziri wa Elimu, Sayansi na Teknolojia Mhe.William Ole Nasha wakati akitunuku hati za utambuzi kwa Wahisani na Wadau ambao wamekuwa mstari wa mbele katika kuchangia Miradi ya Elimu kupitia Mamlaka ya Elimu Tanzania (TEA) kwenye hafla iliyofanyika jijini Dar es Salaam.
Naibu Waziri wa Elimu, Sayansi na Teknolojia William Ole Nasha akimkabidhi hati ya utambuzi kwa mchangiaji wa Miradi ya Elimu Kupitia Mamlaka ya Elimu Tanzania (TEA) katika hafla iliyofanyika jijini Dar es Salaam.

Akizungumza katika hafla hiyo Naibu Waziri Ole Nasha amewahakikishia wahisani hao usalama wa fedha zao na kuwa zitatumika kwa malengo yaliyokusudiwa na si vinginevyo.

“Niwahakikishie kuwa Serikali inatambua mchango wenu katika kuunga mkono juhudi za Serikali katika kuchangia Elimu, ikiwa ni pamoja na kuchangia ujenzi wa mabweni ya Wanafunzi wa kike, ujenzi wa vyumba vya madarasa, ununuzi wa vifaa vya TEHAMA pamoja na ununuzi wa vifaa vya wanafunzi wenye mahitaji maalum,”

“Pia fedha zilizotolewa na Taasisi zenu zitatumika kama zilivyokusudiwa na si vinginevyo na endapo itabainika kuwepo kwa matumizi ambayo siyo sahihi basi Serikali haitasita kuchukua hatua za kisheria kwa wale wote watakaobanika kwenda kinyume na maelekezo”alisisitiza Naibu Waziri Ole Nasha.
Wachangiaji wa Miradi ya Elimu kupitia Mamlaka ya Elimu Tanzania (TEA) wakiwa katika picha ya pamoja na Naibu Waziri wa Elimu, Sayansi na Teknlojia Mhe. William Ole Nasha  mara baada ya wahisani hao kutunukiwa hati za utambuzi.

Jumla ya Taasisi 18 za ndani na nje ya nchi zilitunukiwa hati baada ya kuchangia takribani Shilingi  bilioni 11  ambazo zimetumika kuboresha Miundombinu mbalimbali ya Elimu.

TAARIFA KWA UMMA

Wizara ya Elimu, Sayansi na Teknolojia inaufahamisha umma kuwa taarifa zinazosambazwa na Mtandao wa Programu ya Wanafunzi Tanzania (TSNP) kwenye mitandao ya kijamii zinazoelezea kuwa Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako anatarajiwa kuwa mgeni rasmi katika Semina ya Kuwajengea Uwezo Viongozi wa Wanafunzi wa Vyuo Vikuu Tanzania siyo sahihi.

Kwa mujibu wa taarifa inayosambaa semina hiyo imepangwa kufanyika Desemba 1, 2018 katika ukumbi wa Kisenga uliopo katika Jengo la LAPF Kijitonyama, Jijini Dar es salaam.

Mhe. Waziri hajapokea mwaliko rasmi kutoka kwenye Mtandao huo hivyo hatarajii kushiriki semina hiyo, pia katika tarehe tajwa atakuwa na majukumu mengine kwa mujibu wa ratiba yake.

Wizara haina taarifa ya mwaliko au ushiriki wa kiongozi mwingine yeyote wa ngazi ya Wizara.

SERIKALI YAJENGA SEKONDARI YA MFANO KWA WANAFUNZI WENYE MAHITAJI MAALUM MKOANI ARUSHA


Serikali inajenga  Shule ya Sekondari Maalum ya mfano kwa wanafunzi wenye mahitaji maalumu katika Chuo cha Ualimu Patandi kilichopo mkoani Arusha yenye uwezo wa kudahili wanafunzi 600 kwa mara moja ikiwa ni mkakati wake wa kuongeza fursa za udahili kwa wanafunzi wenye mahitaji maalum.

Kauli hiyo ya Serikali imetolewa na Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako katika ufunguzi wa Bonanza la Kilimanjaro Committee for Sports iliyofanyika katika viwanja vya Chuo Kikuu cha Ushirika Moshi mkoani Kilimanjaro ambapo amesema kwa Mkoa wa Kilimanjaro, ambapo amesema Serikali imekarabati miundombinu kwenye shule kongwe ya Moshi Ufundi inayopokea wanafunzi wenye mahitaji maalum.
Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako akimpongeza mwanafunzi mwenye mahitaji maalum baada ya kufanya vizuri katika maonyesho ya mavazi katika ufunguzi wa Bonanza la Kilimanjaro Committee for Sports iliyofanyika katika viwanja vya Chuo Kikuu cha Ushirika Moshi mkoani Kilimanjaro ambapo amesema kwa Mkoa wa Kilimanjaro

 “Serikali inaendelea kutekeleza mipango mbalimbali inayolenga kuongeza upatikanaji wa fursa na kuimarisha ubora wa elimu inayotolewa katika ngazi zote kwa wanafunzi wenye mahitaji maalumu ambapo tayari serikali imekarabati miundombinu ya shule kongwe ya Moshi Ufundi ambayo inapokea wanafunzi wenye mahitaji maalumu”. Alisisitiza Prof. Ndalichako.

Waziri Ndalichako amesema watu wenye mahitaji maalum wana fursa sawa ya kushiriki katika michezo na kufanya hivyo kunasaidia kuondoa kasoro za kimwili na kiakili na baadhi ya ulemavu unaweza kurekebishwa kwa kushiriki katika michezo na burudani.
Prof Ndalichako amesisitiza kuwa ushiriki katika michezo, hususan kwa watoto wenye mahitaji maalum ni muhimu sana kama ilivyowekwa bayana katika kifungu cha 52 cha Sheria ya Watu wenye Ulemavu Namba 9 ya mwaka 2010 kinachosisitiza umuhimu wa Watu wenye ulemavu kushiriki katika michezo, starehe na burudani.

Akizungumza katika Bonanza hilo Naibu Waziri, Ofisi ya Waziri Mkuu (Walemavu) Stella Ikupa amewataka wanafunzi wenye mahitaji maalum kuunga mkono juhudi za serikali ya Awamu ya Tano kwa kuendelea kujitambua, kujikubali na kujituma ili kujikwamua katika changamoto wanazokutana nazo katika masomo yao.
Waziri Ikupa amewataka wanafunzi hao pia kujiunga na vyuo vya ufundi ambavyo vitawawezesha kupata satadi ambazo watazitumia kwa ajili ya  kujiari wenyewe badala ya kuwa tegemezi.
Waziri wa Elimu, Sayansi na Teknolojia Prof. Joyce Ndalichako akibadilishana mawazo na Naibu Waziri, Ofisi ya Waziri Mkuu (Walemavu) katika ufunguzi wa Bonanza la Kilimanjaro Committee for Sports iliyofanyika katika viwanja vya Chuo Kikuu cha Ushirika Moshi mkoani Kilimanjaro ambapo amesema kwa Mkoa wa Kilimanjaro

Naye Mratibu wa Bonaza hilo ambaye ni Mbunge wa Viti Maalum (Vyuo Vikuu) Esther Mmasi amesema wakati wa  maandalizi ya Bonanza hilo amebaini kuwepo kwa uhaba wa viwanja vya michezo katika shule zenye wanafunzi wenye mahitaji maalumu ambapo ameiomba serikali kuhakikisha inaboresha miundominu ili kuwajengea uwezo wanafunzi hao.

1.       This Invitation for Tenders follows the General Procurement Notice (GPN) which appeared on PPRA website online on 02nd October, 2018.


2.       The Ministry of Education, Science & Technology has received a grant from the Global Affairs Canada (GAC) towards the cost of Teacher Education Support Project, and it intends to apply part of the proceeds of this grant to cover eligible payments under the contract for Supply of Reference Books for Teachers’ Colleges.

3.       The Ministry of Education, Science & Technology now invites sealed Tenders from eligible National Suppliers of Reference Books for Teachers’ Colleges.

  1. Tendering will be conducted through the National Competitive Bidding (NCB) procedures specified in the Public Procurement Regulations– Government Notice No. 446 of 2013 and are open to all Tenderers as defined in the Regulations.
5.       Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary of Tender Board, Ministry of Education, Science & Technology, College of Business Studies and Law, Universities of Dodoma, (UDOM), Block 10, P.O. DKT. AKWILAPO AZITAKA TAASISI ZA ELIMU YA JUU KUFANYA TAFITI ZA KITAALAMU


Serikali imezitaka Taasisi za Elimu ya Juu nchini kutimiza wajibu wake wa kufanya tafiti za kitaalamu kwa kushirikiana na wadau ili kuongeza ufahamu kwa jamii na kuisaidia serikali kwenye kutunga na kusimamia sera utungaji na usimamizi wa sera mbalimbali za nchi.

Kauli hiyo ya serikali imetolewa na Katibu MkuuWizara ya Elimu, Sayansi na Teknolojia Dkt. Leonard Akwilapo kwenye ufunguzi wa mkutano wa mwaka waWadau wa Tafiti kwa Maendeleo shirikishi uliyofanyika jijini Dar es Salaam ambapo amezitaka Taasisi zinazohusiana na Tafiti kutafuta namna ya kufikisha matokeo ya tafiti hizo kwenye jamii kwa lengo la kuwaletea wananchi Mabadiliko na Maendeleo.


Katibu Mkuu Wizara ya Elimu, Sayansi na Teknolojia Dkt. Leonard Akwilapo akizungumza na wadau waElimu kwenye ufunguzi wa mkutano wa kwanza wa mwaka wa wadau wa tafiti kwa maendeleo shirikishi uliyofanyika jijini Dar es Salaam, ambapo amezita kataasisi za elimu ya juu kufanya tafiti ili kuisaidia serikali  kutunga sera.



“Hakuna asiyefahamu kuwa Elimu ni chombo muhimu kwa Maendeleo ya Kiuchumi na Kijamii, na kuwakupitia Elimu ndiyo njia pekee inayoweza kutoawataalamu wenye ujuzi wa kusaidia jamii kwenye kilanyanja, hivyo ni wakati muafaka kwa Taasisi za Elimu kulitambua hilo na kujua nyakati za sasa zinahitaji pia ufahamu wa masuala ya kidijitali,”alisistiza Dkt. Akwilapo.

Kwa upande wake Balozi wa Sweden nchini Tanzania,Anders Sjoberg, amesema Shirika la Maendeleo la Kimatiafa (SIDA) litaendelea kuisaidia Tanzania kujikwamua kiuchumi hususani kwenye viwanda kupitiakazi za kitaaluma kupitia Shirika hilo.

Akizungumza katika mkutano huo wa mwaka wa Wadau wa Tafiti kwa Maendeleo shirikishi Kaimu Makamu Mkuu wa Chuo Kikuu cha Dar es Salaam (UDSM), Profesa Cuthbert Kimambo amesema ni dhahiri kuwa nchi ya Sweden imekuwa na mshusiano na ushirikiano mzuri na Tanzania katika sekta ya Elimu, na kupitiamradi huo unaojumuisha UDSM, ni hatua nzuri yakuisaidia serikali na wananchi kwa ujumla kufanyashughuli zao kitaalamu na kufikia Tanzania ya viwanda ifikapo 2025.


Katibu Mkuu Wizara ya Elimu, Sayansi na Teknolojia Dkt.Leonard Akwilapo akiangalia na kupata maelezo kuhusu ufugaji wa samaki mara baada ya kufungua mkutono wa Kwanza wa mwaka wa wadau wa tafiti kwa maendeleo shirikishi uliofanyika jijini Dar esSalaam.

Mkutano huo wa siku mbili unaofanyika katika Chuo Kikuu cha Dar es Salaam (UDSM) unawashirikishawatunga sera, wadau kutoka sekta ya umma na binafsi.
